As regards the consumption of this opium,
it is an undoubted fact that there are many merchants who are
hoarding the drug. Consequently, the object of the Opium Pro- -hibition Bureau, when ørganizing this Licence Tax, in decreeing that prepared opium shops and opium smokers must boil down the raw opium within three days of its purchase, was to prevent
merchants storing opium, a practice which would spread the infection and delay the ultimate suppression of opium.
Finally, the imported foreign opium having
been sold to Chinese dealers, the questions of limiting the time within which it must be boiled or of calculating the amount of prepared opium produced with a view to assessing the tax are in no way affected by the Treaty, and still less concern
the foreign opium trade. How can it be argued that this is
wrong.
Besides, at the time when an annual reduct-
-ion of the import was agreed upon, it was indicated that foreign opium and native opium were to be reduced concomitantly. Now, in every province the cultivation of the poppy has been stringently prohibited, and the production of native opium has been reduced by 70 to 80 per cent. On the 7th. day of the 3rd. moon of this year (April 16) I received a telegram from the Tu Chih Pu in which anxiety was expressed regarding the general
tendency of opium smokers towards foreign opium. I would
suggest that you institute further enquiries as to the amount of foreign opium imported and approach the British Minister in the matter, with a view te arranging that the rate of reduction originally agreed to may be considerably increased. Thus, I trust will the promises interchanged by the two countries be
of fulfilled, and thus will the progress of China in her task suppressing opium be assisted. If, however, the British
Minister should state that the Indian Government is unwilling
to continue the reduction provided for in the original agreem
-ment, it will be an attempt on his part to intimidate, solely
with a view to expanding the trade of the foreign opiuma
merchants;
